Qualicum Beach moves closer to $8.5M purchase of Eagle Crest Golf Course

The Town of Qualicum Beach, located about 50 kilometres north of Nanaimo, has taken a major step toward buying the Eagle Crest Golf Course after council voted Wednesday to approve rezoning of the property. The move was required before council could formally decide on the purchase, expected before Nov. 1.
The rezoning process sets broad parameters for future use of the site — including mixed housing, preserved green space, and a revitalized nine-hole course — but town officials emphasized that specific details could still change.
“The future is still entirely within the town’s control,” said Luke Sales, director of planning.
Public support and financial concerns
The town first revealed in July that it had reached a conditional agreement to buy the property for $8.5 million. To fund the deal, officials plan to use revenue from new home sales built on parts of the land. A key boost came from an anonymous $2.1-million pledge, contingent on keeping 40 acres as parkland.
Public engagement has been extensive, including open houses, surveys, and hearings. Of the 891 residents surveyed, 66% supported the idea, 22% were concerned, and the rest were undecided.
Despite strong backing, some residents have expressed frustration over the lack of detailed financial plans, potential strain on town resources, and possible effects of new housing on nearby neighbourhoods.
“We’re hearing both excitement and anxiety,” said one councillor. “People want to see this handled responsibly.”
Next steps
The property spans 42.5 hectares (105 acres) and is seen as one of the largest undeveloped parcels remaining in Qualicum Beach. If the deal proceeds, it could reshape a major part of the town’s southern edge.
Now that rezoning has passed, councillors will meet in camera next week to vote on the purchase. If approved, planning for the site’s future — including housing layouts and park designs — will begin in earnest later this year.
