23-Year-Old Man Killed in Targeted Shooting Outside Busy Langley Restaurant

Homicide investigators are looking into a fatal shooting outside a busy Langley restaurant that left a 23-year-old man dead Monday night.
Police were called to the 6000-block of 200 Street at approximately 9:45 p.m. PT following reports of gunfire.
First responders found the victim in medical distress.
Despite efforts to assist him, he died from his injuries at the scene.
The Integrated Homicide Investigation Team, or IHIT, has taken over the investigation and says the shooting is believed to have been targeted.
Stray Bullets Hit Vehicles Near Restaurant
IHIT Sgt. Freda Fong said the shooting happened outside a restaurant that was busy at the time, creating a significant risk to members of the public.
“We are very fortunate that nobody was injured inside the restaurant, it's a stark reminder of when there's gun violence in the community it could affect anybody — you and I could have been in the restaurant at that time,” Fong said.
Police said multiple vehicles in the parking lot were struck by stray bullets.
No other injuries were reported.
Burned Sedan Found Shortly After Shooting
Just after 10 p.m., roughly 15 minutes after the initial shooting call, police were alerted to a vehicle fire near 232 Street and 75 Avenue.
Investigators located a burned sedan at the scene.
IHIT believes the vehicle was used in connection with the shooting.
Burned or abandoned vehicles are often examined by investigators for physical and forensic evidence that could help identify those involved.
Police Examining Victim’s Background
Investigators have not released the victim’s name.
Fong said the 23-year-old had previously faced drug-related charges in Manitoba and had interactions with police in British Columbia involving alleged gang and weapons associations.
“Within B.C. he's had interactions with police for gang and weapons associations, however he did not have a criminal record,” Fong said.
Police have not said whether those previous interactions are connected to the motive for Monday’s killing.
IHIT said the exact motive remains under investigation.
Shooting Believed to Have Been Targeted
Investigators currently believe the victim was deliberately targeted rather than randomly attacked.
No arrests have been announced, and police have not released descriptions of any suspects.
IHIT is working to establish the events leading up to the shooting, identify those responsible and determine whether the burned vehicle can provide additional evidence.
Investigators Appeal for Video
Police are asking anyone who witnessed suspicious activity in either area to contact IHIT.
Investigators are particularly interested in surveillance, dashcam or cellphone video recorded between 8:30 p.m. and 10:30 p.m. on Oct. 5.
That includes footage from around the 6000-block of 200 Street, where the shooting occurred, as well as the area near 232 Street and 75 Avenue, where the burned sedan was discovered.
The homicide investigation remains ongoing.
